Adding Microsoft-maintained winui plugin (external reference) and removing winui3-development

This PR:

  1. Adds the Microsoft-maintained WinUI 3 development plugin from microsoft/win-dev-skills as an external plugin reference (no content vendoring, single entry in plugins/external.json).
  2. Removes the existing community-authored plugins/winui3-development/ plugin, which is superseded by this official Microsoft-maintained toolkit.

Policy

Per CONTRIBUTING.md:

Plugins from remote sources represent a security risk as we are unable to verify their content for the policies we enforce on this repository. This policy does not apply to repositories that are managed by Microsoft or GitHub.

microsoft/win-dev-skills is a Microsoft-managed repository (under the microsoft org), so it qualifies for this exception — same pattern as the existing dataverse, azure, modernize-dotnet, whatidid, microsoft-events, etc. entries.

What the new winui plugin provides

Agents and skills for WinUI 3 app development:

  • New WinUI 3 desktop app scaffolding
  • Framework migration (WPF, WinForms, Electron, Tauri, Flutter → WinUI 3)
  • MSIX packaging and code signing
  • UI automation testing
  • Windows App SDK guidance

Why replace winui3-development

The existing winui3-development plugin is community-authored and narrowly scoped to slash-command-style references for specific CLIs (msstore, winapp) and MVVM Toolkit. The new winui plugin is the official Microsoft-maintained toolkit, backed by the Windows developer team, and provides broader end-to-end agent workflows (scaffolding, framework conversion, packaging, testing, signing) plus ongoing updates as the Windows App SDK evolves.

Removing it in the same PR avoids leaving two overlapping WinUI 3 plugins in the marketplace.

Verification

  • npm run plugin:generate-marketplace runs cleanly. Total plugins: 78 (66 local + 12 external), down from 79 due to removal of winui3-development and addition of winui.
  • New entry shape matches existing Microsoft external entries (name, description, version, author, homepage, keywords, license, repository, source.{source,repo,path}).

Adds the Microsoft-maintained WinUI 3 development plugin as an external
plugin reference. This is a Microsoft-managed repository so it qualifies
for the external-plugin policy exception in CONTRIBUTING.md.

FYI, @aaronpowell, I'm good with the other winui plugin removal as part of this. I think @niels9001 will agree too.

I may circle back and create some kind of "Opinionated WinUI MVVM" plugin that encompasses some of my skills. I think some of what they're doing differs a bit from this plugin, but I want to present that as an unofficial, alternative approach.
